Susan Hammond - President

Susan has a lifelong connection to water, having grown up power boating on the Gunpowder River and Chesapeake Bay. Susan joined the BSCS community in 2020 when her children attend BCSC summer camps. Inspired by her oldest daughter's passion for competitive sailing in c420s, she wanted to give back to the program that had given so much to her family. Professionally, Susan is a nursing professor.

Brian Vuolo - Vice President

​Brian's association with the center started in 2023 as a parent. He was introduced to sailing as an adult, and currently sails out of Eastport. Brian is a CPA at Morgan Stanley, and enjoys spending time away from work helping younger people learn about the sport.​​

Randy Dulin - Fleet Director

​​Randy Dulin joined the BCSC Board, as Fleet Manager, in the Fall of 2020. He has worked in the
Healthcare industry for over 30 years. Randy learned to sail at Camp SeaGull inNorth Carolina.
He learned to sail there in his early teen years and then went on to be a Sailing Camp Counselor and Assistant Sailing Master there during his college years. He continues to have the passion for helping others have the opportunity to learn how to sail.

Angela Kozlowski - Program Director

Angela grew up sailing on her parent's Columbia 30 in Miami, Florida before racing Optis, Lasers and Laser 2's with Coconut Grove Sailing Club and Coral Reef Yacht Club's youth teams. She coached Junior Sailing in Oxford and Annapolis, MD while attending College at University of Florida She obtained her Law Degree from the University of Maryland and currently practices at Franklin & Prokopik handling worker's compensation matters for employers and insurers. She has been involved with BCSC since 2002 either volunteering, as a parent or teaching classes.

Susan Davis - Secretary

Susan has been sailing on the Chesapeake Bay since she was a child and single-
handed her 28 foot Newport for many years. She retired from Baltimore County
Public Schools in 2013 and has been volunteering her time working with children
ever since. She is also an artist and you may see her around the Sailing Center
painting the campers sailing on the waterfront.

Doug Breakstone

Doug is from Manhattan, New York and fell in love with boats sailing on the Hudson River. He learned to sail on a Sailfish on a small lake in Connecticut and volunteered for CT Sail Access, working with physically and emotionally challenged youth. Retired from his law practice, Doug is now volunteering at BCSC to make sailing on the Chesapeake a wonderful experience for the young people accessing our programs
